It appears that you either have an older browser, or simply have the JavaScript option turned off. If you have a recent version of your browser (version 4.0 or later), here's how to turn on JavaScript support:

Netscape Navigator 4.x: Select Preferences from the Edit menu, and choose the Advanced category. Turn on the Enable JavaScript option, and click Ok.

Netscape 6.x / Mozilla: Select Preferences from the Edit menu, open the Advanced category, and select Scripts & Plugins. Turn on the Enable JavaScript for Navigator option, and click Ok.

Internet Explorer: Select Internet Options from the View menu, and choose the Security tab. Choose the Custom (for expert users) option, and click Settings. Scroll down the list until you find the Scripting category. Choose the Enable option under Active Scripting and Scripting of Java applets, click Ok, and then click Ok again.

Note: you'll also see this page if you right-clicked the Register link and selected Open in New Window. If this is the case, just close this window and click the link normally.
